Noel J. Travers SC specialises in EU law, commercial, competition and public procurement law, as well as public law (particularly judicial review), intellectual property rights, data protection/information law, fisheries law and planning law. Noel is a graduate of University College Dublin (“UCD”), the College of Europe (Bruges) and the King’s Inns, Dublin. Noel was called to the Irish Bar in 1991 and to the Inner Bar (Senior Counsel/SC) in 2014. Following an early career as a lecturer-in-law at the Law Faculty, UCD, and several years of initial practice at the Irish Bar in the early 1990’s, Noel moved to Luxembourg in 1995, where he worked a référendaire (legal adviser) at both the Court of Justice of the EU (“CJEU”) (1995-2000, with then Advocate General Nial Fennelly) and the General Court of the EU (2000-2003, with its then president, Judge Bo Vesterdorf, 2000-2003). Noel returned to Ireland and resumed practice at the Irish Bar in 2004. He was executive director of the Irish Centre for European Law in 2004-2005, then a member of its Board of Directors from 2009-2021 and is now a member of its Advisory Counsel. Noel is a founding member and ongoing executive committee member, as well as former honorary treasurer (2017-2024,) of the EU Bar Association of the Irish Bar (“EUBA”) and has been a member of the Irish Society for European law since 1989. Noel is also a member of the European Circuit. He is external examiner for EU law for the Law Society of Ireland and in trade mark law for the Irish Patent Office. Noel is a member of the three-barrister, independent ‘Determination Panel’ of the Irish Sea Fisheries Protection Authority (“SFPA”), which determines alleged serious infringements of EU fisheries law brought by the SFPA against Irish-registered fishing vessels and non-Irish EU-registered vessels, and their masters, operating in Irish-designated fishing waters. In addition to Noel’s regular practice before Irish courts and tribunals representing both for public-law and private clients, as well as his extensive advisory practice, he also regularly appears before the CJEU and the EU General Court, both for Ireland and for public-law and private clients. Noel also speaks regularly at legal conferences both in Ireland and abroad.
