Biography
Martin is a practising barrister with a particular focus on art & cultural heritage law, GDPR, IP, legislative drafting, administrative law and copyright.
Martin holds a Higher Diploma in art professional law and ethics from the Institute of Art and Law and is a member of Professional Advisors to the International Art Market (PAIAM).
Martin is also a qualified archivist and director of Archives Ireland.
Martin has over 25 years’ experience working with archives, libraries, museums, galleries and educational institutions; as well as with arts organisation such as theatres, media companies and recording artists; government and state bodies; banks and law firms.

Advising State agencies on GDPR, DPA, FOI, National Archives Act and S.I. No. 376/2021 – European Union (Open Data and Re-use of Public Sector Information) Regulations 2021
Advising State agencies on legislative requirement informing development of a trusted digital repository following ISO 14721 OAIS Reference Model.
Research and advices to european agency on reform of copyright legislation in relation to e-book lending, library copyright exemptions, open data, secondary publishing rights.
Liaison between government departments, european agencies and representative bodies of librarians to in relation to copyright reform required for e-book lending, open publishing and other matters.

Publications
Martin is the author of “Art and Cultural Heritage Law: A Practical Guide” (Clarus Press) 2024, addressing all aspects of national and international law that apply to galleries, libraries, archives and museums.
