Biography
Eoin’s background is in Marine Science, physical oceanography and fisheries research, before entering practice. Eoin has extensive experience in providing legal advice on domestic, EU and International Law and has handled diverse and caseloads and negotiations. Eoin acted as Advisory Counsel in the Office of the Attorney General where he specialised in domestic and international Law of the Sea including fisheries, security and environmental issues. This included extensive experience in foreshore, fisheries, offshore energy, shipping, planning and administrative law.
Eoin was the legal advisor to the Government’s Marine Co-ordination Group and in the development of the national Marine Policy; Harnessing Our Ocean Wealth.
Eoin represented Ireland on the Legal Committee of the International Maritime Organisation (IMO) for a number of years where he engaged in the negotiation and adoption of several International Treaties and Conventions. Eoin also has extensive experience at EU level in negotiating Regulations and Directives including on marine, environmental and transport policies.
As well as domestic litigation Eoin also managed a large portfolio of litigation in the European Courts in relation to state aid, competition, tax and shipping.
Eoin is a a Board Member of the Irish Centre for European Law. His academic qualifications include:-

Eoin is a member of Arbitration Ireland and the Irish Maritime Lawyers Association.
Eoin was a member of the Bar of Ireland International Arbitration Committee between 1998 and 2000. Eoin was an examiner fo the Institute of Certified Public Accountants in Ireland Examiner for the final year professional examination in Law(1996 – 2000).
